Changes to the Driver Licensing System Explained
The Government has announced changes to New Zealand’s Graduated Driver Licensing System, designed to reduce costs and barriers while keeping road safety front and centre. From 25 January 2027, hazard perception testing will move into the restricted practical test, the second full licence test will be removed, eyesight checks will no longer be required at the restricted stage, and licence fees will reduce. Learner and restricted licence periods will also be adjusted, with a stronger focus on supervised practice and safe driving behaviour earlier in the licensing journey.
